Senior Fusion Systems Research and Development Engineer

Adaptive Methods, www.adaptivemethods.com, headquartered in Virginia with offices in Maryland, Florida and Rhode Island, is a developer of advanced sensor processing and computing architecture products for surveillance, security and military combat systems.  We are a privately-owned defense contractor, which, in partnership with the federal government, addresses critical U.S. Navy Anti-Submarine Warfare (ASW) needs.

Fusion systems design and development lead position targeting research proposal efforts, R&D projects, and Program of Record automated hard and soft fusion objectives.

RESPONSIBILITIES (include but are not limited to):

  • Design and development of C2 automated hard and soft fusion technologies to include framework designs, automated data fusion algorithms, higher level fusion (L2-L5) components and architectures, geo-spatial tracking, target state estimation, command and control, and decision management capabilities
  • Technical direction for fusion systems technology development, performance assessment, and research application development
  • Preparation and conduct of oral presentation and demonstration of Adaptive Methods fusion technology products to current and potential military/commercial customers,  symposia, and government-industry technical working groups
  • Competitive technical proposal preparation
  • Planning and competitive strategy for fusion technology development

REQUIRED JOB SKILLS AND EDUCATION:

  • Engineering, Physics, or Mathematics Degree
  • Ten years of research and/or applications development experience in one or more of the mission systems technologies identified above
  • Excellent and verifiable customer and industry peer-group communications skills
  • Proposal preparation experience
  • Prototyping or applications software development
  • Planning and competitive strategy for fusion technology development
  • Capability to generate new business

Anti-Submarine Warfare Subject Matter Expert

Seeking an Anti-Submarine Warfare (ASW) Subject Matter Expert (SME) with 15-25 years of experience in all facets of ASW to join the Mission Systems group at Adaptive Methods.  The SME will assist in the design, development and testing of complex software for Navy ASW systems.

RESPONSIBILITIES (include but are not limited to):

  • Assist in the design, development, and testing of software in accordance with approved documentation for inclusion into Adaptive Methods’ commercial and military products.
  • Assist in the preliminary design and analysis required to facilitate the conversion of software requirements into ASW system capabilities.
  • Develop and articulate concepts for improvements to Navy ASW systems.

REQUIRED JOB SKILLS AND EDUCATION:

  • 15+ years of operational ASW experience.
  • Excellent verbal and written communications skills.

DESIRABLE JOB SKILLS (one or more of the following):

  • Experience with Navy command and control systems capabilities, tactics, techniques and procedures.
  • Experience with Navy non-acoustic ASW sensor systems capabilities, tactics, techniques and procedures.
  • Strong familiarity with Air ASW capabilities, tactics, techniques and procedures.
  • Carrier Strike Group / Destroyer Squadron experience.
  • Navy testing and evaluation experience.
  • Navy training experience.

Contracts Administrator

You must have full cycle cradle to grave contracts administration experience. You must have an advanced level of MS Excel experience. This is not a management position. You must be able to show a steady track record of prior employment at previous companies.

RESPONSIBILITIES (include but are not limited to):

Subcontracts Administration:

  • Prepare and issue RFP package to bidder(s)/potential subcontractors
  • Conduct cost/price analysis on subcontractor proposals
  • Prepare price analysis and justification of award documentation
  • Prepare consent to subcontract requests for ACO/PCO review/approval
  • Prepare subcontract document and amendments (CPFF, T&M, FFP, IDIQ), including appropriate FAR and DFAR clauses
  • Review and approve subcontractor invoices, obtain additional approvals per company policy – process through accounting
  • Maintain subcontractor files
  • Perform subcontract closeout

Contracts Administration:

  • Negotiate and process NDAs and teaming agreements
  • Act as primary POC for all proposal related tasks, including, generating cost proposals using multi-page excel workbooks
  • Prepare contract briefs for incurred cost submissions
  • Perform contract administration tasks as required by contract, to include maintaining all contract files, processing all mods, ensuring deliverables are submitted on time, generating 75% LOF letters, contract closeout
  • Attend meetings as required
  • Provide reports to Contracts and Program Managers as required – may assist with development of some reports
  • Assist Director of Contracts with other tasks not yet defined

Internal and External Customers include:

  • Adaptive Methods’ Program Managers
  • Subcontractors
  • DCMA
  • Government PCOs

Due to the direct contact with sensitive topics and material, this individual is expected to maintain good objectivity, be discreet and maintain at the highest level the confidentiality of all communication with staff whether written or oral.  This position involves very intense reading of and researching through RFP’s, proposals, contracts, FAR, DFARS, etc.

Experience with SBIR proposals and SBIR contract administration, Seaport-e proposals and task orders, and Grants.gov desired but not required.

QUALIFICATIONS:

  • Three to five years direct experience in Government contracts
  • FAR, DFAR experience
  • A demonstrated knowledge of Microsoft Word, and Outlook is required; advanced Excel skills required
  • Must be organized and a self-starter
  • Excellent communication and analytical skills
  • High school diploma or GED

R&D Engineer

The candidate will design, develop and document software for projects in varied technical areas.  Software will be developed for purposes of efficient data management, data processing, data visualization and data storage/archiving.  Software will be developed for Service Oriented Architecture environments as well as traditional server/client, request/response architectures.  The candidate will also be responsible for supporting the tools and infrastructure used within the R&D group for day to day operations (e.g. CVS, Bugzilla, Mercurial, Ant, Maven, Redmine, Nexus, Hudson, SONAR, Virtual Machine Technologies (XEN, VMWare, VirtualBox) for complete the software lifecycle (design, develop, document, integrate, test, maintenance).

RESPONSIBILITIES (include but are not limited to):

  • Software design, development, documentation, test (unit and system level), integration and maintenance.
    -Candidate may be required to lead a small team (1-2 people)
    -Candidate may be required to work as a member of a larger team taking direction
  • Infrastructure tool management and administration
  • Team collaboration for concept development, design and development.  Teams are composed of Adaptive Methods personnel and persons from external (Government and contractor) organizations.
  • Provide Adaptive Methods management with work status reports as directed.
  • Participate in Adaptive Methods proposal efforts.
    -This may include some writing of technical capabilities of Adaptive Methods or technical approaches for solving problems
    -Quick prototyping of concepts for demonstrations and oral presentations
  • Adhere to and abide by Adaptive Methods company policies and procedures.

REQUIRED JOB SKILLS AND EDUCATION:

  • Bachelors Degree in a technical field required with 3-5 years of pertinent work experience required.  (BS in Computer Science preferred.  BS in other technical areas acceptable with a background of 1-5 years of computer software design and development.)
  • Java development experience required (1-3 years of hands on development experience). 
  • Must be comfortable developing in a Linux environment. 
  • Experience with at least 3 of the following scripting languages desired: Unix/Linux shell scripting, Batch file scripting, Perl, Python, Tcl/Tk, Ruby, PHP, JavaScript.
  • Must have experience with CVS, Bugzilla, Ant, Mercurial, Maven.
  • Experience with Web Services implementation of SOA components and the JBoss Enterprise Middleware software suite are a must.
  • Knowledge of standard communications protocols (at levels 2-5 of the ISO stack) a must.  Experience in developing applications using standard protocols desired.
  • Must possess good oral and written communication skills.
    -Candidate may be asked to prepare and/or present technical briefing material
  • Must be willing to travel (1-2 weeks per trip, 1-4 times a year)
  • Must possess or be able to obtain a US Government Security Clearance (SECRET)

DESIRABLE JOB SKILLS:

  • Experience with C, C++ in addition to Java desired (1-3 years)
  • Experience with developing in a Microsoft Windows environment is a plus.
  • Experience in development within an IDE (e.g. Eclipse, NetBeans, IntelliJ)
  • Experience with BEA Web Logic
  • Experience with data abstraction and mark up languages.
  • Experience with specific network and communications protocols and paradigms such as TCP/IP, HTTP, HTTPS, CORBA, and JMS are desired.

Program Manager

We successfully deliver advanced processing and computer technology to an increasing number of combat system modernization programs. Our company combines systems engineering, software development, testing and evaluation, and installation to develop innovative sonar software systems solutions that fulfill and enhance the Navy's ASW mission capabilities.

RESPONSIBILITIES (include but are not limited to):

  • Provide management leadership for Adaptive Methods programs to transition modern sensor processing, information processing, and display technologies into US Navy Undersea Warfare (USW) systems.
  • Serve as principal interface for Adaptive Methods with US Navy acquisition managers for contract task definition, budgets, product delivery schedule, and contract execution.
  • Serve as principal interface for Adaptive Methods with other US Navy prime contractors and industry partners for planning and execution of product integration into USW combat systems and operational Navy platforms.
  • Maintain communication with customers, Adaptive Methods engineering domains, and subcontractors for the establishment and execution of technical plans and programs.
  • Identify, forecast, and coordinate engineering, administrative, and technical support resource requirements satisfy contract requirements.
  • Support Adaptive Methods business development and technical proposal efforts by identifying new business opportunities, formulating technical approaches to satisfy customer needs, and preparing development cost estimates.
  • Represent Adaptive Methods through leadership of multi-organization program execution teams, technical working group, and IPTs.

QUALIFICATIONS:

  • Bachelor of Science in Engineering, Physics, or Computer Science and a minimum of 5 years progressive and responsible engineering management experience, including at least one major development project requiring customer interface.
  • Demonstrated practical experience in task definition, budget planning, subcontracting, and management execution of technology development and transition to operational military combat systems.
  • Demonstrated multi-organizational team leadership ability in developing advanced systems for military platforms.
  • History of positive interface with customers, partners, suppliers, and internal functional organizations.
  • Excellent verbal and written communications skills

DESIRABLE JOB SKILLS:

  • Management and systems engineering experience in Undersea Warfare (USW) and Anti-Submarine Warfare (ASW) surveillance and combat systems, US Navy sonar, and/or military command and control systems.
  • Practical work experience relative to current DoD Acquisition System policies and process
  • Working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Knowledge of Department of Defense Planning, Programming, Budgeting, and Execution process
